Something I've learned recently: CPLs aren't ideal when facing towards the sun, they're best used at 90 degrees to minimise reflections on surfaces like water. I would recommend using ND Grad filters if you want to look towards the sun because they actually limit the light entering the lense and enable you to expose for longer shots. That would enable you to light the darker areas on the shore. I hope this helps you - I'm still learning myself!
